Would this work on Titleist 731pm irons. I am trying to normal face scratch and bag chatter.

The Titleist 731PM irons are forged chrome plated irons and any type of sanding belt or wheel that you use to remove nicks and scratches is going to go through the chrome plating and eventually the heads will rust. To do this properly with these clubs the plating would have to be removed, then the nicks and scratches sanded out and then they would be re plated.

Does this give a satin finish?

Yes it will but I would call it a polished satin look. The primary purpose of this belt is an intermediate step with titanium before buffing it to a high polished shine. I would use the blue nylon belt (fine) for more of a truer satin finish. http://www.golfworks.com/3m-scotchbrite-finishing-belts/p/MT0004/
