Can it be used to set graphite shaft or only steel shafts.

We would recommend this for steel shafts only. With either graphite or steel shafts these days inserting the shafts into the heads and turning the butt end of the shaft to the floor and holding the shaft and head hit the shaft against the floor with a little pressure to set the shaft into the clubhead and also set the ferrule to the proper depth works well. I have not used a shaft driving plug for club assembly in years.
