What is the proper shaft diameter for a .610 core putter grip?

A .610" core size grip would be designed to fit a .610" butt diameter shaft. Many of the shafts used in Belly putters had a larger butt diameter, in the .610" range. These could be used on a .600" butt diameter or even .580" butt diameter shaft but you would want to add build up tape to get the shaft size to .610".

will this grip work on a Scotty Cameron 38" putter which I want to cut down to 35"?

If your SC 38" is the Dual Balance then it has a thicker shaft diameter than standard SCs. This 15" Winn Grip is the same size and model as the standard SC Dual Balance Grip with just different graphics and texture. I use this grip as a replacement for my SC Newport 2 Dual Balance with no issue and no build-up required.

what if i want to put a regular size grip on my counter weighted oddessy tank # 7.  i like the counter weighting but feel the fat grip restricks the wrist movement too much

You certainly can put a regular size grip on the Tank #7 putter. You could possibly still use the counter weight by using the Tour Lock Grip Modifier (TL0009) to cut a hole in the butt end of the grip to insert the weight or you could counter balance using lead weights. http://www.golfworks.com/lead-counterweights-for-putters/p/CW40/

If I put this 15" grip on a 34 inch putter, will the grip length conform to USGA rules? How long can a putter grip be? Or how low can the grip be on the shaft? I was unable to find the definition in rules.

There is no USGA restriction on the length of the putter grip or grip for that matter.

I have a Never Compromise Voodoo 45" belly putter that I want to cut down to 38". Will this grip fit the shaft once cut down? Will I need to add counter weights? Thanks!

The grip should fit at the butt end of the shaft without any problem but how well it fits at the bottom end of the grip might need to be addressed. With a grip installation like this I will use a pair of calipers to measure the inside diameter of the grip at the bottom and then match that size to the putter shaft at the point on the shaft where the bottom of the grip lines up when installed. If the shaft diameter is smaller then I measure up the shaft from that point until the calipers match. I mark the shaft at that point and add grip build up tape to the shaft from that point down past the bottom edge of where the bottom of the grip will be when installed. Once the grip is installed I then trim off the excess build up tape. As to whether or not you will need a counter balance weight that is more of a personal preference. This grip is 128 grams. Most of the early version of this 38" type of putter just had these heavier grips without a counter balance weight. To know for sure for yourself you will need to be willing to experiment.

Do these grips have a large enough core to fit over the shaft of an Odyssey 2 ball long putter which I have shortened to 35"?

The core size of the grip at .610" will be larger then the butt diameter of the shaft. You will need to use some build up tape to make the grip fit correctly. The long putter shaft for the Odyssey putters was listed as a .580" butt diameter. With a .610" core size you will need to add build up tape to the grip and especially at the bottom of the grip. With the grip being 15" long the opening at the bottom of the grip will be larger in diameter then the shaft diameter at 15" down from the butt end.
