The R9 irons were introduced in 2010 so you will need the 2010+ cutter.

Is there a difference between the three blade tips on the single triangular blade?  And do yo sell the pre-2010 blade only? This was asked before but you linked right back to this page.

Sorry about that, my mistake. We do sell just the 2010 blade only and still have 3 of those cutters left in stock. We are discontinuing these. The order code is GW0110. All three sides of the cutters are the same so that you can rotate to a new cutter when one gets worn out. You will need to contact Customer Service regarding the GW0110 cutters. They will not show up on the web site.

does the tool marked 2010+ conform to the new rules on golf club groove rules? Will it take standard non conforming u-grooves and take the sharper edges off and make them conform to the new rules?

Yes the 2010+ tool does conform to the new groove rule. It will not take a non-conforming groove and make it a conforming new groove. One of the rules governing grooves is the distance between the grooves and using this tool on an older club and increasing the radius on the top edge of the groove can make the club non conforming based on the distance between the grooves based on how the USGA takes the measurement. The USGA also include a volume restriction with the new grooves which also include the radius on the top edge of the groove. Trying to change the old groove to a new groove will likely make it non conforming on these two points.

how does the regrooving tool work

You use it by hand. You can either drag the cutter through the grooves or push the cutter through the grooves. I find they work better to drag the cutter through the grooves. You want to be able to hold the head very secure. We sell this Iron Rescoring Nest (IRN) for holding the clubhead when regrooving. http://www.golfworks.com/iron-rescoring-nest/p/IRN/

whats the difference in grooves wich one is better for spin.... in other words and cant you use either or does it really matter if your just a duffer...but your grooves are worn...

The difference with the different groove cutters is to match up to the grooves that you have in your irons. Per the rules of golf the pre 2010 cutter would create groove that would spin the ball more. If your grooves are getting worn either cutter is going to give you more spin then you are currently getting.
