The only thing that comes to mind that might be causing scratches is if you are turning the ferrule against the metal piece that is behind the belt. This metal piece is called the platen. You do not want any hard surface behind the belt that you would be turning the ferrule against. Turn the ferrule above the platen. If that is not it I am not quite sure what is causing these scratches.
Even with using the belt to size the ferrule I like to then rub it with "0000" steel wool and then wipe it with acetone to create the shine.
